In United We Stand, Mr. (William) Parker is a sailor, he and his fellow sailors were advised by the Captain when they set foot in America. Moses briefly exchanged some small talk with Mr. Parker.
One night a mob tarred and feathered him, to which James found entertaining, and mocked Mr. Parker akin to an owl. Later in the episode, he was being taken care of by the Doctor, during which James and Moses stopped by for an interview. Upon seeing Mr. Parker in severe pain while wrapped in bandages, and apparently suffering from an infection contracted through his wounds, James became horrified and regretted his earlier teasing.
While Mr. Parker isn't seen again for the rest of the series, given the primitive state of medical technology in the 18th century, it is unlikely that he survived, and probably suffered for a while before dying.
